Dubai Residential Integrity Framework
A proposed framework for residential integrity in Dubai: understanding tenancy matters, documenting housing conditions and preserving a clear evidence trail through the appropriate official process.

Purpose and structure
Connect the residential programme, its research and evidence methods, and a separately proposed digital case workspace. The framework concerns the method; the programme concerns the subject of work; the workspace would support authorised people handling records.
The proposed MAXIMUS Residential Integrity Authority is an internal responsibility domain associated with the residential programme and DRIF. Its name does not create governmental, judicial, regulatory or professional powers; adoption and appointments remain pending.
Residential integrity in practice
Housing condition and habitability
Document the reported condition, maintenance history, utilities, environmental exposure and any safety concern. Technical conclusions require appropriately qualified assessment.
Evidence that can be reviewed
Preserve attribution, dates, original sources and a traceable connection between photographs, correspondence, test reports and the matter being considered. A record is separate from a finding of responsibility.
Occupancy and family impact
Record evidenced impact on occupants, including vulnerability, disruption and continuity of living conditions. Sensitivity determines how information is handled; it does not establish a legal entitlement.
Payments, disclosure and conduct
Map the payment and document trail, relevant parties, disclosures and reported conduct. Keep a factual chronology and distinguish an allegation, a source document and a competent determination.
Routing, review and closure
Clarify the applicable process, evidence needs, responsible person and next action. Preserve continuity when a matter spans channels, and record the basis and limits of closure.
Research from documented patterns
Review repeated issues only where evidence, attribution and time-linked context support a reviewable pattern. Research observations remain separate from individual case decisions.
The separate residential workspace
The proposed digital support system has ten documented modules. They describe its intended scope; a public operational workspace and its external name remain pending.
Matter, participants and objective
Define the residential matter, participants, requested objective and the scope authorised for review.
Party and property information
Organise the relevant party and property information with the source and verification status of each material detail.
Evidence and chronology
Connect records to dated events, preserve the sequence and identify missing or conflicting evidence.
Provenance, rights and retention
Record where material came from, the basis for using it, access restrictions and the applicable retention requirements.
Document checklist
Track the documents needed for the defined matter, including completeness, versions and outstanding items.
Applicable official filing route
Identify the competent official channel and its requirements. Filing remains subject to that channel and an authorised human decision.
Controlled document templates
Prepare documents from approved-for-use templates and the confirmed facts of the matter, with version control.
Quality review and human confirmation
Review completeness, consistency and the proposed next action before a person confirms any consequential step.
Status, review and next action
Keep the current state, review responsibility and next action visible to the authorised participants.
Decision and event log
Preserve a traceable record of decisions, actions, corrections and relevant events throughout the matter.
MAXIMUS role
MIBC NPIO's proposed role is education, research, knowledge exchange and institutional coordination within its authorised purpose. It may help define evidence standards, the scope of a matter and the responsibilities that need to be documented.
Cooperation
Research and method development with housing, building-condition, evidence-management and professional-practice specialists. Any inspection, laboratory work, representation or other regulated service requires a separately identified competent provider and agreed scope.
Participation and responsibility
Residents, property owners, researchers, housing specialists and correctly authorised professional teams considering evidence, habitability and procedural clarity in Dubai tenancy matters.
The residential digital workspace is a separate proposed system. Its external name is pending, and no public operational service is asserted here. MAXIMUS does not replace Dubai's competent authorities, an official filing channel, a court or a licensed professional. Individual cases, participant records and controlled evidence remain outside this public summary.
Source basis
Institutional architecture, corrected working edition V19.1, pages 99–100. Draft; corporate adoption remains pending. The source issue date is not established. This public structural summary was reviewed on 20 October 2026.
A useful first enquiry states the subject, your role, the proposed research or cooperation and the decision sought. Keep the first description non-confidential; detailed evidence follows only through an agreed channel.
