Dubai Commercial Integrity Framework
A proposed framework for commercial-property integrity in Dubai, connecting technical condition, inspection records, evidence provenance and a traceable methodology for commercial-property matters.

Purpose and structure
Give commercial-property matters a coherent evidence and documentation structure. DCIF is associated with the separate Commercial Integrity programme; it is not a renamed residential workspace or an assertion that a commercial service is already operating.
The proposed MAXIMUS Commercial Integrity Authority is an internal responsibility domain associated with Commercial Integrity and DCIF. It has no governmental or regulatory status through this architecture; adoption and appointments remain pending.
The commercial framework's scope
Seven connected areas define the proposed commercial-property method. They do not establish an operating digital product or a licensed service.
Commercial-property integrity
Define the property matter, the relevant parties and the integrity questions to be considered within the authorised scope.
Technical condition
Organise information about the property's condition and identify where qualified technical assessment is needed.
Inspection records
Keep inspection material attributable to its author, date, scope and method; preserve the limits of each report.
Evidence provenance
Record the source and custody of evidence, its use basis and any restrictions or missing verification.
Documentation
Maintain an organised document trail, relevant versions and connections between the property facts and the records relied on.
Traceable case methodology
Separate reported facts, evidence, analysis and decisions, with a reviewable chronology and accountable next action.
Competent official route
Keep any official submission or escalation within the competent channel and under authorised human control.
MAXIMUS role
MIBC NPIO's proposed role is research, education, knowledge exchange and institutional coordination. Project-specific inspection, advice, representation and paid delivery belong to separately identified parties with the required capacity and written scope.
Cooperation
Develop property documentation and evidence methods with competent technical, inspection, records-management and legal-practice specialists. Each engagement must establish the actual operator, permissions, responsibilities and expected output in writing.
Participation and responsibility
Commercial-property owners, occupiers, project teams, researchers and qualified inspection or professional advisers considering a defined property matter.
This is a public structural summary of a proposed framework. Adoption, current operation and a licensed commercial executor have not been established. DCIF does not issue government approvals or replace statutory inspections, legal representation or competent official decisions. Controlled property records and individual matters are not public catalogue content.
Source basis
Institutional architecture, corrected working edition V19.1, pages 99–100. Draft; corporate adoption remains pending. The source issue date is not established. This public structural summary was reviewed on 20 October 2026.
A useful first enquiry states the subject, your role, the proposed research or cooperation and the decision sought. Keep the first description non-confidential; detailed evidence follows only through an agreed channel.
