SYSTEM PURPOSE

Sport is treated as a human-development system.

Performance is connected to education, family, coaching, health, environment, technology, equipment and long-term opportunity. Each role remains visible and accountable.

MIBC NPIO can design public-purpose education, research and cooperation pathways, document what a pilot must prove and connect relevant expertise. It does not claim to govern a sport, select a national team, certify a coach, diagnose an athlete or control a public facility.

The architecture is intended to help UAE and international institutions distinguish a strong idea from a safe and executable programme: authority, provider competence, safeguarding, data protection, facilities, funding, measurement and outcome evidence are resolved before launch.

01UNDER DEVELOPMENT

Sport education & capability

Education pathways for athletes, coaches, families, schools, clubs and academies across tennis, padel, badminton and squash, with scope to connect related disciplines where a defined need exists.

02UNDER DEVELOPMENT

Safe-training & injury-prevention awareness

Non-clinical education concerning load, recovery, technique, equipment, environment and escalation to qualified professionals. It does not diagnose, treat or replace medical care.

03PILOT PROPOSED

Athlete measurement pathway

A proposed evidence model for consented baseline assessment, repeatable measurements, progress review and referral. No active UAE pilot, public appointment or clinical service is claimed.

04UNDER DEVELOPMENT

Clubs, academies & schools

A route for curriculum alignment, coaching capability, participation pathways, operational standards, facility use and education-led collaboration with separately responsible operators.

05UNDER DEVELOPMENT

Venue transformation

Healthy, inclusive and energy-aware sport or wellness environments, including retrofit, equipment, user flow, data and lifecycle questions. Design and construction require appropriately licensed providers.

06VISION

Floating sport & waterfront wellness

A waterfront programme concept combining sport, wellbeing, learning and place activation. It remains subject to site, marine, safety, environmental, design, operating and authority approvals.

ATHLETE MEASUREMENT

A proposed pilot must begin with consent and method.

Measurement can support learning only when it is necessary, repeatable, understood and handled by the correct people.

    Define the sporting or educational question and whether measurement is necessary and proportionate.

    Select validated methods, qualified personnel, equipment, limits, escalation rules and a written pilot protocol.

    Consent & safeguarding

    Obtain informed consent and, for minors, verified parental or guardian authority plus child-specific safeguards.

    Minimise health and performance data, document controller roles, access, retention, transfer and deletion before collection.

    Baseline

    Record context, conditions and limitations so results are not represented beyond what the method supports.

    Review

    Return interpretation to the correct qualified person, document action and publish only authorised, aggregated evidence.

ROLE SEPARATION

One ecosystem does not mean one legal or professional role.

Every document, page, event and pilot should name the entity or provider actually responsible for the work.

INTERNATIONAL COOPERATION

Country proposals are invitations to evaluate—not appointments to act.

International sport cooperation may cover education, coaching capability, athlete pathways, facilities, equipment, technology, events and knowledge exchange. Country names identify the context of a proposition; they do not create diplomatic, governmental, federation or national-programme status.

COUNTRY PROPOSALPROPOSAL

Ghana sport development proposition

This track is publicly described as a proposal as at 04 September 2026. A controlled evidence record may separately show delivery or consultation, but that does not raise the public status without an approved update. It must not be called official, appointed, national, approved, funded or operational unless the competent Ghanaian party issues a current written instrument that supports the exact statement.

Any UAE connection likewise requires separate written confirmation from the relevant UAE institution. Courier delivery, acknowledgement or a meeting does not provide that status.

SAFE ACTIVATION

Health data, children and performance claims receive additional gates.

Before any pilot or programme

  • Written host approval, site authority and verified provider roles
  • Safeguarding lead, reporting route, background checks and supervision model where applicable
  • Risk assessment, emergency response, insurance and participant eligibility
  • Data-protection assessment, clear notices, consent, access and retention controls
  • Validated method, equipment calibration, limitation statement and qualified interpretation
  • Brand, image, testimonial and child-media permissions separated from programme participation

EVIDENCE OF OUTCOME

Report what was delivered, to whom, under what controls and with what limitation.

No target number should be presented as achieved impact. Public reporting should draw only from approved programme records.
